DSWD releases cash grants to senior citizens for 3rd, 4th quarter of 2015

MAGDIWANG, Romblon-  About 360  beneficiaries in this municipality received their monthly pension yesterday under the Social Pension (SocPen) Program.

The Department of Social Welfare and Development (DSWD)MiMaRoPa has first released Php1,080,000.00 for the 3rd and 4th quarter of 2015 payout. Another Php180,000.00 fund will be downloaded for the 60 additional senior citizens in Magdiwang.

Each beneficiary receives Php3,000.00 for two quarters.

To date, there are 420 senior citizens enrolled in SocPen in the said municipality and 53,215 beneficiaries in MiMaRoPa region.

SocPen is a government social protection program that gives Php500.00 monthly stipend to 65 yrs old and above indigent senior citizens, who are frail, sickly, or have disabilities; are not receiving pension from Social Security System (SSS), Government Service Insurance System (GSIS), or Veterans Pension; and do not have a permanent source of income or regular support from relatives.

The said payout was facilitated by the Local Government Unit thru the Municipal Social Welfare and Development Office.###

Indigent senior citizens receive monthly pension in MiMaRoPa


MALATE, Manila— About 36,502 poor senior citizens are receiving monthly cash grants in MiMaRoPa according to the DSWD Social Pension (SocPen) Program.

In the recent  SocPen regionwide Project Implementation Review (PIR)   shows that the DSWD MiMaRoPa has disbursed more than Php22.1 million to 14,749 beneficiaries for the first and second quarter of 2015. Pay-outs of cash grants to senior citizens are ongoing for the said two quarters.

Social Pension is a social protection program of the Department of Social Welfare and Development (DSWD) that provides php500.00 monthly cash grant to indigent senior citizens aged 60 years old and above stipulated in the Republic Act 9994 or the Expanded Senior Citizens Act of 2010.

Beneficiaries of SocPen are determined by the DSWD in coordination with the local government units, local Office of Senior Citizens Affairs (OSCA) and Federation of Senior Citizens Association of the Philippines (FSCAP). The Department prioritizes indigent, frail, sickly or with disability, and without pension or permanent source of income senior citizens.

To date, the province of Oriental Mindoro has 11,759 social pensioners while 10,333 pensioners in Palawan. There are 5,992 pensioners in Romblon and 5,444 pensioners in Occidental Mindoro. Nonetheless Marinduque has 2,974 social pensioners. ###

DSWD on back-to-back meetings for PWDs and ‘seniors’


MALATE, MANILA– Ensuring that rights and privileges’ of person with disability (PWD) and senior citizen sectors are followed, different national government agencies gathered for the Regional Council on Disability Affairs (RCDA) meeting, Wednesday and for Regional Inter-agency Committee for Philippine Plan of Action for Senior Citizens (RIAC-PPASC) quarterly meeting, Thursday in the DSWD MiMaroPa regional office.

RCDA agency members propose of passing a resolution which will create four sub-committees of RCDA. According to the said resolution, the respective chairpersons will have a more focused monitoring in the implementation of PWDs laws, programs and activities.

Proposed sub-committees are: (1) Accessibility, Public Transports, Information Communication to be chaired by Department of Public Works and Highways, (2) Employment, Training and Livelihood to be chaired by Department of Labor and Employment, (3) Social Protection to be chaired by the Department of Social Welfare and Development (DSWD) and (4) Advocacy to be chaired by the  Philippine Information Agency. This will be reflected also at the provincial and municipal level.

On the other hand,  RIAC-PPASC members to intensify the information drive and monitoring of Republic Act 9994 also known as Expanded Senior Citizens Act of 2010  which grants additional benefits and privileges to senior citizens.

According to law, senior citizens are entitled to 20% discount in purchasing of goods and services from all establishments. This includes (a) on buying of medicines, (b) professional fees of physicians in all hospitals, (c) medical and dental services, (d) fares, (e) hotels/ restaurants and similar establishments services; (f) in theaters, cinema houses, concert halls and other recreation centers, and (g) funeral and burial services.

“Establishments proven to violate RA 9994 will be penalized with a fine ranging from php50,000.00 to php200.000.00 with an imprisonment ranging from two years to six years depending on the occurrence of the violation,” Focal Person for senior citizens, Maricel dela Vega said.

Senior citizens who experienced refusal on the 20% discount may report to the Office of the Senior Citizens Affairs (OSCA) at the municipal or city level.###

DSWD’s special validation assesses more than 5 thousand HHs in MiMaRoPa


MALATE, Manila– About 5,455 households (HHs) in MiMaRoPa region were assessed in the recently concluded special validation of senior citizens and Modified Conditional Cash transfer (MCCT).

The special validation addresses the exclusion and inclusion error of government programs such as Social Pension and the Pantawid Pamilyang Pilipino Program.

Data shows that only   72. 7 percent were covered in the regionwide assessment from the 7,504 household target. The said assessment was conducted by 48 field staff deployed in Mindoro, Romblon, Palawan and Marinduque provinces for house-to-house interviews.

There are 1,696 households validated in Occidental Mindoro; 1,331 HHs in Oriental Mindoro; 1,447 HHs in Palawan; 512 HHs in Romblon and; 469 in Marinduque.

Currently, all households validated are subject for proxy means testing (PMT), DSWDs’ statistical formula of estimating family income on which the result will tag them as poor or not.

Senior citizens who will be classified poor will continue to receive their P500.00 monthly stipends while non-poor will be delisted in the Social Pension program according to a Commission on Audit rule.

Nonetheless, MCCT Listahanan-identified poor families will be mainstreamed to the regular Pantawid Pamilyang Pilipino Program. ###

DSWD trains field staff for 2014 special validation

PUERTO PRINCESA CITY- The Department of Social Welfare and Development (DSWD) Field Office IV-MiMaRoPa conducted a three-day training of 46 newly-hired staff for a special validation of Senior Citizens and Modified Conditional Cash Transfer (MCCT) this month.

The training aims to enable them to articulate the importance of Listahanan and define their roles and responsibilities in the actual conduct of validation.

“Be glad and be proud that you are part of this government program that creates positive change in the lives of our poor families,” said Listahanan, Deputy Regional Project Manager Editha B. Ocampo after emphasizing the functions of field staff.

Eight Area Supervisors, and 38 enumerators from the five island provinces in MiMaRoPa participated in the activity.

The said training discussed various strategies of household interviews such as proper communication. It also highlighted the importance of work ethics and handling of difficult situations in the field to ensure complete, accurate and reliable results.

On the other hand, Regional Information Technology Officer Edwin L. Ibo discussed the details of accomplishing the Barangay Community Characteristics (BCC) Form and the modified Family Assessment Form (FAF) which is critical in identifying household income.

Highlight of the training was a field visit in Barangay San Isidro where staff conducted house-to-house interviews using the FAF as part of the simulation process.

The special validation aims to determine the poverty status of 5,397 beneficiaries of Social Pension Program and 2,107 MCCT beneficiaries in the region and will be spearheaded by the DSWD’s Listahanan- a mechanism that determine who and where the poor are.###

DSWD MiMaRoPa to hire field staff for special validation


MALATE, MANILA- The Department of Social Welfare and Development (DSWD) Field Office IV-MiMaRoPa is now hiring eight (8) Area Supervisors and 39 Enumerators who will be assigned in the five island provinces of MiMaRoPa to complete the special validation of senior citizens this April 2014.

DSWD needs three (3) enumerators (EN) in Marinduque; five (5) EN and two (2) Area Supervisors (AS) in Occidental Mindoro; eight (8)  EN and one (1) AS in Oriental Mindoro; 18 EN and four (4) AS in Palawan and five (5) and one (1) AS in Romblon province.

“We are accepting at least college graduate, with good social communication skills and physically fit applicants,” says Listahanan Regional Field Coordinator Ernie H. Jarabejo.

Special validation aims to validate the poverty status of 5,652 Social Pension recipients, a DSWD program that provides Php500.00 monthly stipends to indigent senior citizens aged 77 years old and above.  This regionwide activity will be spearheaded thru Listahanan- the Department’s targeting mechanism of identifying ‘who and where the poor are.’

“Enumerators will be paid Php30.00 per form while Area Supervisors will earn Php19, 000.00 for one month,” Jarabejo added.

The said staff will be conducting house-to-house interviews using the Department’s Family Assessment Forms (FAF) to ensure that target social pensioners will be enlisted.
